Harvard and HUCTW reach 3-year agreement
Harvard University and the Harvard Union of Clerical and Technical Workers (HUCTW) have reached an agreement on a new multi-year contract effective July 1, 2012. The agreement will run through September 30, 2015.
Highlights of the new 39-month agreement, ratified by the HUCTW membership on April 2, 2013, include the following:
- WAGES
The new agreement provides wage increases covering fiscal years 2013, 2014, and 2015 totaling 8.65%. These increases are consistent with those negotiated with the University’s other unions as well as those for administrative and professional staff.
The wage increases include both “structure” increases which are percent increases in the annual base salary of all Union members, and “progression” increases which are lump sum dollar increases to base. In the case of the latter, Union members must have completed a least a year of service to be eligible, and the lump sum increase is limited to an amount that will not exceed the salary grade maximum.

- PAID TIME OFF
Personal/Bonus Option Days: Employees in the bargaining unit as of April 2, 2013 will receive two days. Employee in the bargaining unit as of January 1, 2014 will be receive one day.
These personal/bonus option days may be taken as either a personal day or the employee may elect to receive a payment equal to 75% of a day’s cash value. Upon award, employees have one month to elect a cash payment rather than the paid time off.
- HEALTH CARE
Harvard and HUCTW have agreed to establish a special joint Health Care Group to negotiate issues relating to health care, which will begin meeting by May 1, 2013. Issues to be addressed include:
- Active medical plan co-payments and deductibles
- Medical plan premium cost-sharing system
- Premium rate methodology
- Exploration of Harvard-HUCTW initiatives to reduce health care costs
- Medex safety net for low-income retirees
- BARGAINING UNIT PROCESS
Harvard and HUCTW have agreed to reconstitute an existing Joint Committee on the Bargaining Unit to address questions based on the FLSA and the NLRA. Beginning in May 2013, this group will begin review of five mutually agreed upon position types.
